CONCESSIONAL DUTY-FREE RATES UNDER INDIA UNDER CEPA
In a historic move, the government of UAE and India have signed the free trade agreement – Comprehensive Economic Partnership Agreement (CEPA), under which Jewellers may import Indian-made jewellery free of duty into the UAE and export bullion to India at a 1% import duty concession. Below are the steps to follow in case of imports or exports.
Import of jewellery into UAE:
The jewellery exporter has to obtain a ‘Certificate of Origin’ under the CEPA scheme from the Chamber of Commerce —- India. To apply for a ‘Certificate of Origin’, the original packing list needs to be submitted to the Chamber of Commerce. Once the certificate of origin is received, the export is done by following the normal export process.
When the shipment arrives in UAE, a code will be issued by Dubai Customs. Currently, a temporary code is being used. Please check with Dubai customs or your clearing agent. The shipping documents (invoice, certificate of origin, packing list) will have to be submitted to Dubai Customs to clear the shipment under CEPA duty-free scheme.
Export of Bullion to India:
The Exporter of Bullion from UAE will have to register with Ministry of Economy. This pro-cedure has to be done online on the website of Ministry of Economy. The individual (who will be handling the account for the company/importer) will have to register himself and link the company to his account. The user can also use ‘UAE Pass’ for this purpose. Once the registration of user and linking of company is completed, under the tab ‘Services’, user can apply for ‘Certificate of Origin’. Under the tab ‘General Certificate of Origin’, user can generate a new application. The ‘Certificate of Origin’ issued by Ministry of Economy will have details such as Exporter’s name, Importer’s name, Transport details, Quantity, Items and HS code 71081200.

|. The importer will have to apply for quota with the Ministry of Commerce and Industry in India, once the application is verified, as per the bullion import quota available, the ministry will allocate quota to each applicant.
